The importance of investment in the regeneration of the built environment will remain central to the longer-term goals of improving
sustainability, social inclusion and resilience of at-risk urban areas, not only for countering and adapting to climate change
climate, but also for improving sociality that is likely to be increasingly difficult.
The revaluation of housing stock is a powerful tool for combining environmental sustainability and community resilience; it must
have an economic basis, however, especially in those areas where revaluation of property values is unlikely.
There are many tools available; CER, CERS and 5.0 incentives can be part of the solution, but unfortunately not completely
decisive, and the road to achieving the 2030 agenda is still uphill.
